The Kosovo Energy Efficiency Fund (KEEF) announces the initiative to improve housing conditions and increase energy efficiency for vulnerable families. Beneficiaries were identified from the Social Assistance beneficiaries list in the Ministry of Finance, Labour, and Transfers (MFPT), based on criteria established by experts from the relevant institutions. Priority has been given to two categories of families:

  • where the head of the household is a single parent;
  • that have people with disabilities.

Within these categories, the criteria for selecting families have been applied:

  • with more pensioners,
  • with more people with disabilities,
  • with single parents,
  • belonging to non-majority communities,
  • with a larger number of members,
  • with more members under 18 years old,
  • and depending on the source of energy they use.

Following the identification of potential beneficiaries, in cooperation with Centres for Social Work (CSWs), a field verification process was initiated, including home visits and the collection of necessary documentation such as electricity bills, property certificates, and family records.

This support is enabled by the “The Inclusive and Just Pathway to 2030: Green Energy Future”, project, funded by the Government of Denmark, in partnership with the United Nations Development Programme (UNDP). UNDP is working closely with KEEF and the Ministry of Economy implementation of this project.

In 2025, the project aims to implement energy efficiency measures in up to 70 homes, contributing to improved living conditions, reduced energy poverty, and a greener future for these residents.

By 2027, the project plans to cover up to 200 homes selected from the social assistance beneficiary list, following strict eligibility and assessment criteria.

This project marks an important step toward building a more just and inclusive energy system in Kosovo—one in which no one is left behind on the path to sustainable development.
